UAE School Phone Ban. What the Law Says in 2026

Mobile phones in UAE schools are no longer just a policy debate. In 2026, enforcement has become serious, and schools that are not prepared face real consequences.

This article explains the current legal framework, what regulators require, and how schools across the UAE respond to the phone ban. It also highlights practical solutions that help schools comply with the law while maintaining a positive learning environment.

The Legal Basis: Ministerial Decision No. 851 of 2018

The foundation of the UAE school phone ban is not new. Ministerial Decision No. 851 of 2018 on student behaviour prohibits students from bringing mobile phones to school. What has changed in 2026 is enforcement. Schools that previously treated this as a guideline are now applying it as a hard rule.

What Changed in 2026

In February 2026, the situation shifted significantly. School administrations across the UAE tightened enforcement of the long-standing ban, warning parents that the policy would be applied uniformly with no exceptions. Schools confirmed that any student found carrying a mobile phone inside school premises would have the device confiscated for a full month. Repeat violations could result in the phone being withheld until the end of the academic year.

This was not a quiet internal memo. Schools sent text messages and circulars through parents' WhatsApp groups making the new enforcement stance public and unambiguous.

Administrations clarified that the policy has shifted from a general guideline to firm procedural enforcement.

What About Tablets?

Tablet devices, including iPads, are permitted strictly for educational purposes and only with the explicit request or approval of a teacher. Using tablets during breaks, before classes, or after lessons end is treated as a breach of school regulations.

KHDA's Position on Private Schools in Dubai

For private schools in Dubai regulated by the Knowledge and Human Development Authority, KHDA has outlined official guidelines regarding the use of mobile phones in private schools in Dubai. The authority has made clear that student safety and wellbeing are the top priority, and schools are expected to have systems that actively support this — not just written policies.

The KHDA has taken the position that the safety and wellbeing of students remains the top priority, with the aim of ensuring a safe learning community for all students in alignment with the objectives of the Education Strategy 2033.

Importantly, KHDA confirmed that private schools across Dubai will not undergo full inspections during the 2025–2026 academic year, with the authority instead carrying out targeted visits focusing on specific educational areas. This means schools have more responsibility than ever to self-regulate effectively.

How UAE Schools Are Responding

Leading schools across the UAE have moved beyond confiscation toward physical phone management systems that eliminate the problem at the start of the day.

JESS Dubai became the first UAE school to introduce lockable phone pouches, with a parent survey showing over 90 percent support. Brighton College Dubai requires phones to be handed in at morning registration for younger year groups. Dubai College operates as a fully smartphone-free campus.

The pattern is consistent — schools that implement a physical system report faster student adaptation and fewer daily confrontations than schools relying on teacher enforcement alone.

How PhoneLock Solves This

PhoneLock supplies premium neoprene magnetic-lock phone pouches to schools across the UAE, GCC, and worldwide. Students place their phones inside the pouch at the start of the day. The pouch locks magnetically and opens only with a staff-held unlocker.

No confiscation. No liability. No confrontation.

The phone stays with the student all day — locked and inaccessible. Schools comply fully with Ministerial Decision No. 851 while removing the daily enforcement burden from teachers entirely.

Key features:

  • Magnetic lock — tamper-proof, staff-operated only

  • Signal-blocking fabric — blocks cellular, Wi-Fi, and Bluetooth

  • Premium neoprene — water-resistant and shock-absorbing

  • Two sizes — 10.5 and 12.5 inches

  • Bulk pricing — from MOQ 100 units, worldwide shipping

Schools report an 85 percent reduction in phone-related disruptions within the first week.

Act Before the Next Term

UAE schools are now enforcing the phone ban with consequences that affect students, parents, and school reputation. A physical pouch system positions your school ahead of enforcement — not reacting to it.

PhoneLock works with international, private, and government schools across the UAE and worldwide. Contact the team to request bulk pricing or arrange a demonstration for your leadership.
